1. POSITION SUMMARY
The Field Project Officer FSL (Food Security and Livelihoods) is responsible for supporting and coordinating the implementation of FSL projects within the organization. This includes participation in planning, implementing, monitoring, and reporting on FSL activities. The role ensures processes align with set standards, prioritizing quality and efficiency in service delivery. The role also provides training to partners, helps build local capacity, and ensures quality implementation of FSL initiatives. The position involves field visits to support and monitor projects.
2. AREAS OF RESPONSIBILITY
I. Provide Programme Support for FSL Activities: Assist in enforcing the overall goals and objectives of FSL activities in line with the organization's strategy, ensuring alignment with project guidelines and timely completion of programme activities. Maintain regular communication with the programme department and senior management team (SMT), providing updates on project progress and recommending solutions when issues arise.
II. Monitoring and Evaluation: Support and oversee monitoring and evaluation frameworks for FSL programs, ensuring timely data collection, reporting, and analysis to measure impact and effectiveness. Ensure lessons learned are integrated into program improvement and that all documentation is maintained for audits and reporting.
III. Collaboration and Stakeholder Engagement: Collaborate with local governments, NGOs, community leaders, and international partners to ensure effective coordination of FSL interventions. Participate in relevant cluster meetings and other coordination forums to ensure the organization’s voice is represented and aligned with broader programmatic efforts.
3. MAIN TASKS
• Assist in the development of FSL program plans, budgets, and proposals, ensuring alignment with donor requirements and organizational policies.
• Ensure accurate, timely reporting of FSL program activities, impacts, and outcomes for both internal and donor needs.
• Conduct field visits to assess the implementation of FSL initiatives, ensuring service quality and active community ownership.
• Ensure the integration of PSEA (Protection from Sexual Exploitation and Abuse), GBV (Gender-Based Violence), and Gender Protection policies into FSL programs, making sure activities are gender-sensitive and responsive to community needs.
• Provide capacity-building efforts on sustainable FSL practices for partners, stakeholders, and communities.
4. OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION
• Contribute to coordination and cooperation across departments in the Country Office
• Provide relevant and timely documentation for archiving in NCA system
• Comply with NCA security requirements and program routines, regulations and Standard Operating Procedures
REQUIRED QUALIFICATIONS:
• University Degree in Agricultural Agronomists, Rural Development Community Development,Entrepreneurship, Livelihoods, Food security or any other closely related qualification.
• At least 5 years proven experience implementing Emergency Response programs with particular focus in Emergency Relief and Cash Based programming in Somalia
• Demonstrated experience in community mobilization, trainings monitoring of programs and reporting of activities will be required.
• Knowledge and experience working in conflict areas
• Working Knowledge on Results Based Management (RBM), Do No Harm (DNH) and Core Humanitarian Standards.
• Excellent verbal and written communication skills (fluency in both English and Somali required).
• Proficiency in computer applications such as word processing, EXCEL spreadsheets, e-mail, etc.
• Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
• Ability and willingness to work and travel throughout Puntland region of Somalia.
• Ability to multi-task and effectively handle stressful situations.
• Ability to work independently and with minimum supervision
• Excellent spoken and written English
