The GBV Program Officer will be responsible for supporting the implementation of the GBV response and prevention interventions in Jubaland States in Somalia. The GBV programme focuses on responding, reducing risks and mitigating consequences related to GBV with a focus on GBV in emergencies, civil society strengthening, advocacy and transforming social and gender norms that promote GBV and harmful practices.
MAIN TASKS
1. Project planning, implementation, and Coordination
Responsible for overall GBV project planning, management, and coordination at field level by developing workplans, procurement plans, initiating purchases requests and Cash Expenditure Forecast (CEF) as well as monitoring project burn rates in accordance with donor rules and regulations.
In consultation with the GBV Advisor, contribute to the development of high-quality proposals in collaboration with other NCA sectors at the field level
Collaborate with GBV community outreach workers and community structures to engage with the community and community representatives to understand needs and gaps in Gender-based violence programming.
Support community level planning, coordination, and day to day implementation of community outreach activities and quality GBV case management and Psychosocial Support Services (PSS) by NCA in line with GBV guiding principles, Women and Adolescent Girls Safe Space (W/AGSS) Manuals and Inter-Agency Case Management Guidelines and CEFM guidelines and Minimum Standards for GBV in Emergencies
Participate in the development and strengthening of case management systems and provide necessary support to ensure that GBV staff utilize these systems correctly and consistently. Support Caseworkers to document client information through accurate filling of relevant tools and confidential and safe storage.
Work with the GBV Advisor to ensure all GBV activities adhere to GBV minimum standards and humanitarian principles as per the local context by training NCA and partner staff to deliver technically sound programs in line with the set standards and guidelines.
Oversee and ensure appropriate support is provided to GBV survivors received at W/AGSS and that survivor-centered case management services are responsive to the needs of survivors consistent with the GBV guiding principles and IA Case Management Guidelines. Participate in service mapping and updating of GBV referral pathways to ensure survivors access services in a timely manner
In collaboration with other NCA sectors, represent GBV in on-going multi-sectoral rapid needs and Protection assessments to understand emerging humanitarian needs, priorities, and service gaps to ensure NCA and partner programs are responsive to the needs and inform program design
Provide leadership at the field level on implementation of the ENGAGE toolkit and other NCA models in both humanitarian and development interventions in consultation with the GBV Advisor by providing timely updates on the progress, challenges and contribute in developing solutions. Work with other GBV staff to strengthen linkages between GBV activities and other NCA sectors and partners.
2. Staff Management and Administration
In collaboration with Area Coordinator, ensure timely submission of staff Performance Development Reviews (PDRs), ensure compliance to PHSEA, safeguarding and the code of conduct and Do No Harm Principles. Integrating PHSEA and Child Safeguarding trainings in all GBV trainings at the field level.
Provide ongoing support to staff and partners to ensure programming meets GBV best practices and guiding principles that prioritizes the security of beneficiaries, staff and NCA assets.
3. Staff and Partner capacity building
Assist in capacity assessment/skills gaps analysis, development and implementation of capacity building plans for partners and NCA staff and support in designing and rolling out capacity building activities and trainings plans on GBV and ensuring ongoing coaching and mentoring through close monitoring of partners and NCA GBV activities
In Collaboration with the Area Coordinator and GBV Advisor, conduct regular review meetings for NCA GBV partners to assess progress, gaps, develop and follow up implementation of actions at the field level
Liaise with theGBV Advisor in facilitating trainings for partners and NCA staff to ensure implementation of quality programs and services.
4. Monitoring and Reporting
In collaboration with the MEAL team, support the collection of community level data and contribute to quality program and project reporting consistent with the indicator targets for prioritized outputs and outcomes and ensure timely submission of reports in accordance with donor requirements and regulations
Conduct regular project monitoring visits to NCA and partner projects and document the findings and recommendations for programme quality improvement
Coordinate development of success stories and human-interest stories and other anecdotal information for visibility on the impact of NCA’s GBV program at the field level
Lead in regular review meetings and updating work plans and spending plans to ensure timely utilization of NCA/partner budgets and implementation of planned activities at the field level.
Contribute to documenting lessons learnt and best practices to improve program quality and inform future programs.
5. Coordination and Networking
Lead in consultations with the community, community representatives and other stakeholders to understand needs and gaps in Gender-based violence programming and contribute towards program design and development at the field level.
Work towards building good working relationships, strengthening networks, and ensuring inclusive and equitable partnerships between NCA, partners, government, community and other stakeholders
Coordinate with GBV Sub Cluster, partners as well as other relevant stakeholders in positioning NCA as key leading GBV response agency at the community level.
Represent NCA in coordination forums including Protection, WASH, Education and GBV Sector working groups and provide updates of NCA’s response as and when delegated by the Area Coordinator to enhance multi-agency and multi-sectoral cooperation and coordination
Build strong networks with local service providing agencies in operational areas, especially other GBV referral pathway partners.
Perform other duties assigned to the position.
MINIMUM QUALIFICATIONS AND EXPERIENCE:
Relevant university degree in Gender, Development Studies, Social sciences or any relevant field.
Minimum of 3 years' experience in GBV programming preferably with INGO.
Excellent communication skills both verbal and written.
Fluency in Somali and English.
Excellent analytical, communication and report writing skills.
Experience in concept note, proposal development and fundraising.
Ability to work with multi-disciplinary teams and to supervise staff
Able to work independently, able to prioritize and be self-motivated.
MINIMUM QUALIFICATIONS AND EXPERIENCE:
Relevant university degree in Gender, Development Studies, Social sciences or any relevant field.
Minimum of 3 years' experience in GBV programming preferably with INGO.
Excellent communication skills both verbal and written.
Fluency in Somali and English.
Excellent analytical, communication and report writing skills.
Experience in concept note, proposal development and fundraising.
