Position Summary
The Regional Advocacy PMEAL Advisor will be responsible for quality assurance, developing and managing advocacy MEAL systems and processes to strengthen NCA and partners’ advocacy initiatives through NCA’s Join Africa Advocacy Programme based in Nairobi, Kenya.
In collaboration with the continental thematic advocacy leads at the JAAP, the PMEAL Advocacy Advisor will provide technical guidance and support the implementation of coherent PMEAL procedures throughout the advocacy project cycle for both NCA and partners. The advisor is expected to support and provide guidance on advocacy strategy development, data management consolidation with projects, results framework analysis and application, development of advocacy MEAL plans and undertake technical assessment in advocacy MEAL for JAAP and selected regional partners with continued capacity strengthening. The overall Advocacy PMEAL Advisor roles will involve:
- Spearheading of Advocacy PMEAL through leading development and implementation of advocacy projects
- Field based assessments, context monitoring, new project designs and Studies Evaluations
- Program Quality Monitoring
- Facilitate evidence-based learning and reflection.
- Digitization and data quality
- Accountability and Learning
Key Responsibilities
- Develop and implement an Advocacy Monitoring, Evaluation and Learning system that measures impact of NCA and partners’ advocacy strategies, plans and campaigns and facilitates learning for adjustments of advocacy tactics for increased influence.
- Ensure that advocacy MEAL systems are consistent with the NCA MEAL framework and Evaluation policy and in conformity with standards of key donors & responsible governments.
- Provide technical guidance and leadership for field-based assessments including baselines, midlines and endlines, context monitoring and new advocacy project designs.In collaboration with NCA head office and other NCA offices in the region, contribute to strengthening advocacy MEAL competency in NCA as a whole.
- Provide technical and administrative support to NCA and partners on advocacy MEAL, including organizing and coordinating programme and partner planning and review meetings.
- Undertake annual outcome monitoring of projects with a focus on prioritized indicators for purposes of annual reporting and tracking progress towards the JAAP strategy and thematic advocacy strategies and plans.
- Support management and accountability through routine, accurate collection and reporting of information that confirms status of program activities based on results frameworks
- Ensure programs and projects are reviewed and evaluated in line with NCA and donor policies and standards.
- Lead strategic thinking and planning in relation to integration of the management information system (MIS) and application of M&E data.
- Develop the quality control systems and mechanisms needed to guarantee proper management of data and information.
- Always ensure updated data (qualitative and quantitative) for NCA JAAP and partner projects are maintained in PIMS.
- Actively contribute to advocacy programme development including digitization and innovation.
- Responsible for the compilation of annual reports, ensuring all donor and internal reports are submitted on time and of acceptable quality.
- Collaborate with JAAP communications Advisor to ensure JAAP and NCA global social media, both internal and external, are regularly updated with content from JAAP to enhance the visibility of the programme.
Qualifications And Requirements
- Minimum five (5) years of practical experience in advocacy PMEAL system implementation in an international non-governmental organization or other international relief/development body or agency at country or regional level.
- Minimum of bachelor’s degree in social science, Statistics, Economics, Development studies, Monitoring and Evaluation and other relevant fields.
- Comprehensive understanding and working experience of monitoring and evaluation in development and advocacy approaches.
- Proven capacity in training and capacity building of staff and partners on trainer PMEAL
- Experience with donors reports and data consolidation for reports and studies.
- Demonstrated skills in leading and overseeing research, assessments, and evaluations.
- Demonstrated experience working on PMEAL in Advocacy Programming
- Knowledge on mainstreaming gender in PMEAL processes
- Ability to deliver quality work within tight deadlines and supervision.
- Excellent organisation skills.
- Ability to write, edit, proofread, and communicate in English. Knowledge of French or Portuguese is an added advantage.

We Offer:
Contract period: 1 year with the possibility of extension.
Salary: ` According to NCA salary scale.
Duty Station: Nairobi with frequent travel in the region
