Senior Programme Officer – Gender Justice: The Senior Programme Officer – Gender Justice (SPOGJ) is responsible for the implementation of the Gender Justice thematic programme of the JCP Country Strategy. The role supports programme management and administration, partner-subgrant management and compliance, technical backstopping on gender and GBV interventions, capacity building support for partners, integration of GBV projects and programmes into other programmatic areas, maintaining strategic engagement with key stakeholders at various levels and leading liaison and collaboration with NCA and DCA head offices for efficient programme delivery. The SPOGJ is the budget holder for the Gender Justice Programme and reports to the Head of Programmes within the Joint Country Programme (JCP).
MAIN DUTIES AND RESPONSIBILITIES
Programme Development
- Responsible for developing the Gender Justice programme within the context of the JCP country strategy by identifying growth opportunities and strategic partnerships.
- Leads and participates in proposal development opportunities for the Gender Justice programme for strategic donors, under the supervision of the head of programmes.
- Leads technical input on the Gender Justice programme for country strategy development and periodic reviews.
- Participates in programme evaluations of the Gender Justice programme.
Partner Subgrant Management and Support
- Leads the identification of core Gender Justice programme partners under the supervision of the head of programmes.
- Ensures all partners under the programme have completed partner assessments using the standard PAT tools and that these are filed in the programme information management systems (PIMS) and revised periodically according to the NCA operations manual standards to record changes in capacity.
- Ensure annual workplan and budgets are developed by partners and submitted to JCP in a timely manner.
- Prepares partnership agreemwnts using standard NCA templates.
- Implements all relevant capacity building targets for partners on an annual basis as agreed in the joint workplan for JCP.
- Leads field monitoring and engagement for all Gender Justice partners using NCA monitoring tools and according to NCA and JCP standards.
- Ensures all sub grantees submit technical narrative and finance reports according to agreed deadlines, and work with the JCP team (including finance staff) to review and provide prompt feedback to partners.
- Responsible for Gender Justice regular progress (financial and narrative) bi-annual, annual and final reports to SMT and donors.
- Responsible for fostering innovation, creativity and learning in the implementation of the Gender Justice in collaboration with Head office Thematic and Technical Advisors.
- Responsible for coordination of learning platforms in Zambia such as Gender Justice Community of Practice, and for participation in the Global meeting including GBV CoP for NCA and Fight CoP and Save CoP for DCA when requested to by the Head of Programmes.
- Responsible for the implementation of relevant recommendations on the Gender Justice Programme as agreed with the Head of Programmes.
- Ensure risk register is duly monitored and updated monthly.
- Attends to all technical issues raised by partners for smooth implementation, including support with available tools, methodologies for standardized implementation.
Programme Administration
- Ensure all project work plans and budgets are approved and filed in PIMS.
- Ensures partner disbursements are done twice each year in a timely manner.
- Ensure all partners submit their procurement plans and that these are filed in PIMS.
- Ensures all approved partner budgets and allocations are fully uploaded in Maconomy.
- Ensures the programme results framework (RF) is updated on a quarterly basis, informed by partner reviews and reports submitted.
- Ensures all partners are actively using digital monitoring platforms for collecting programme data (KoboCollect).
- Ensures support to implementation of the partner procurement plans with support of the procurement and logistic officer within JCP.
Financial management support
- As budget holder ensures all implementation is within approved budget lines for both the JCP programme interventions and the partner budgets.
- Participates in reviewing partner audit reports and follow ups where required.
- Review partner budgets and workplans and provide timely feedback to partners.
- Reviews partner financial reports and provide timely feedback to partners.
Other tasks
- Maintains strategic engagement and coordination with key stakeholders at national and sub national levels.
- Represents JCP where required in networking platforms on gender justice related work.
- Participates in Head Office led initiatives for collaboration, learning and knowledge building.
- Participates in monthly programme coordination committee meetings and fosters integration.
- Supports the Senior Communications Officer on communications and visibility efforts related to the Gender Justice programme of NCA and its partners.
Qualifications and Experience
• Bachelor’s Degree in Development Studies, Sociology, Economics or any related field
• Must have a minimum of at least 5 years of work experience in Advocacy Programs
• Good knowledge of the NGO landscape in Zambia
• Must have proven campaign knowledge and experience
• Knowledge of a partnership approach to advocacy and influencing
